How to Appeal a ParkingEye Ticket: A Complete Guide
18 May 2026
ParkingEye is the largest private parking operator in the UK, managing thousands of car parks at supermarkets, retail parks, and hospitals. They issue millions of Parking Charge Notices (PCNs) every year using ANPR cameras.
## Who is ParkingEye?
ParkingEye is a member of the British Parking Association (BPA). This means if your Stage 1 appeal is rejected, you can escalate to POPLA — an independent appeals service with a genuine ~42% win rate.
## The most common defenses against ParkingEye
### 1. Inadequate signage
ParkingEye relies on signage to form a contract with you. Under the BPA Code of Practice (Section 18.3), signage must be clearly visible from each parking space. If you couldn't see or read the terms from where you parked, the contract may not have been properly formed.
Key case: ParkingEye v Beavis [2015] UKSC 67 established that charges ARE enforceable — but only if you had reasonable notice of the terms.
### 2. Grace period violations
The BPA Code of Practice requires a minimum 10-minute grace period. If ParkingEye's ANPR system shows you overstayed by less than 10 minutes, the charge should not have been issued.
### 3. Genuine customer
If you were a customer of the store ParkingEye manages parking for, and your overstay was reasonable for the visit, this is a strong ground. The Supreme Court in Beavis specifically noted that the legitimate interest being served is managing parking for customers — not punishing them.
### 4. POFA 2012 non-compliance
Under the Protection of Freedoms Act 2012, ParkingEye must serve a Notice to Keeper within 14 days of identifying the keeper via DVLA. If they miss this window, keeper liability doesn't transfer and the charge is unenforceable.
## How to file your appeal
1. Go to ParkingEye's appeals portal: https://www.parkingeye.co.uk/appeals/
2. Quote your PCN reference number
3. Submit your grounds clearly and cite specific legislation
4. Keep a copy of everything
## What happens if Stage 1 is rejected
ParkingEye's rejection letter will contain a POPLA verification code. You have 28 days to escalate to POPLA. POPLA is genuinely independent — ParkingEye cannot overrule their decision.
## Bottom line
ParkingEye tickets ARE beatable — especially on signage and grace period grounds. But not every ticket is worth fighting. If you clearly overstayed by hours with no excuse, pay the discounted rate and move on.
