Three stages, real legal grounds, honest odds.

The UK parking appeal system

When you receive a private parking charge, you have up to three stages of appeal:

Stage 1: Appeal to the operator

The operator decides. They have a conflict of interest (they get paid if they reject you), but around 53% of challenged tickets are still cancelled at this stage.

Stage 2: Independent appeal

If Stage 1 fails, you escalate to POPLA (for BPA operators) or IAS (for IPC operators). POPLA is genuinely independent with a ~42% win rate. IAS is run by the operators' own trade association — win rate is ~6%.

Stage 3: County Court

Rare. Most operators drop cases before court. This is outside ClearTicket's scope — we refer you to Citizens Advice or a solicitor if it gets here.

What we do

1. Identify your operator and appeal route. BPA, IPC, or council? This single fact determines your realistic odds.

2. Find your technical grounds. Parking appeals are won on structural conditions: signage defects, POFA non-compliance, grace periods, ANPR errors. Not “please be nice.”

3. Give you an honest verdict. Strong, Workable, Weak, or Pay-the-discount. If we think you should pay, we tell you — and we don't charge you for it.

4. Draft your appeal letter. Citing specific legislation, code of practice sections, and case law relevant to your ground. Not a template — tailored to your operator, your site, your facts.

5. Show you exactly how to file. Which URL, what subject line, what attachments. Step by step.
