What the VOA Does

The VOA: assigns an initial band when a new property is built or an existing one is split or merged; considers proposals to change a band when a property has been materially altered or there is evidence the band is incorrect; and maintains the definitive valuation list used by billing authorities to calculate council tax charges. The VOA employs professional valuers who assess properties based on estimated open market value as at 1 April 1991.

VOA vs VTE — Know the Difference

The VOA is an administrative body that makes band decisions. The VTE is a judicial body that hears appeals. If you want to challenge your council tax band, you must first propose a change to the VOA. If the VOA refuses, you then appeal to the VTE. If you want to challenge a discount or exemption decision, the VOA is not involved — go directly to the billing authority under LGFA 1992 s.16, then to the VTE on appeal.

Can the VOA change my council tax band without me asking?
Yes, in limited circumstances. The VOA can reassess a band when a property is sold, significantly altered, or when the listing officer has reason to believe the current band is incorrect. You will be notified of any change and can appeal.
Is a band challenge the same as a council tax dispute?
No. Band challenges go through the VOA first, then to the VTE. Discount, exemption, and liability disputes go through the billing authority (s.16 dispute), then to the VTE. The two processes are separate and serve different purposes.
