ANPR Camera Misread — How to Dispute the Timestamps

Types of ANPR Error

Timestamp drift: cameras not synchronised with accurate time can record entry or exit up to several minutes off, which matters for stays near the permitted limit. Camera-to-space delay: entry cameras record when you cross the gate line, not when you are parked. A 3–5 minute reduction for driving to and from the space is a legitimate argument.

Operators are required to produce ANPR photographs on request at POPLA. Where the plate misread is clear from the images, POPLA assessors uphold the appeal. Timestamp challenges are more nuanced — you need to explain why the actual stay was shorter than the ANPR records and provide corroborating evidence where possible. Frequently Asked Questions

How do I prove the ANPR camera got the timestamps wrong?
Request the ANPR entry and exit photographs from the operator. They must produce these on demand. A bank statement showing a car wash, fuel purchase, or shop transaction near the car park timed during the alleged parking event can corroborate that you were not parked during part of the ANPR-recorded period.
The PCN has my registration slightly wrong — is that a complete defense?
Potentially. Under POFA 2012, Schedule 4, Para 8(2), the Notice to Keeper must identify the vehicle. If the registration is wrong, the NtK does not correctly identify your vehicle. Request the ANPR photographs and, if they show a different vehicle, the charge cannot be maintained against you as keeper.
My stay was within the limit based on my own records but the ANPR says I overstayed — who do I believe?
Challenge it. The operator's ANPR data is not automatically accurate. Request the entry and exit photographs and check whether the timestamps correlate with your own records. Witness statements and transaction records from nearby shops can corroborate your account.
Can ANPR data be wrong by enough to make a difference?
Yes. Published studies on ANPR accuracy cite error rates of 1–5% on plate reads in poor conditions. Timestamp synchronisation errors of several minutes have been documented. An error of 3 minutes in a 60-minute zone combined with the 10-minute grace period can turn an apparent 7-minute overstay into a valid stay.
